Paul tells Timothy that if any man aspires to the office of overseer, it is a fine work he desires to do. Then, Paul lists the qualifications of the leader.
Paul is focusing on the person, not the duties. Being “able to teach” suggests that leaders are supposed to teach, but Paul doesn't say much about the details.
