Paul required overseers to be able to manage their own "household" well, including children. This verse uses a rhetorical question to explain his reasoning.

A bishop then must be blameless, the husband of one wife, vigilant, sober, of good behaviour, given to hospitality, apt to teach.

The overseer is to be above reproach, faithful to his wife, temperate, self-controlled, respectable, hospitable, able to teach.

1 Timothy 3:5 in a parenthesis gives the reason why a bishop ought to know how to govern his house properly.
