My take on the theory is that All Might did have a quirk but it was utterly useless because it only allowed him to build muscle and make him look strong.

I'm convinced, and maybe you too, that All Might does have two seperate Quirks, One For All being his main Quirk, but seperate from the second Quirk.

In my opinion, no. I think he purposely combined it with his transferring Quirk, giving birth to a new powerful One For All Quirk.
