The Online Etymology dictionary indicates that the H was mute in herb until the 19th century. Per Erbs and herbs the British adopted a technique of pronouncing things as they were spelled at that time, and thus they started pronouncing the H in Herbs. In the U.S. they continued to stick with the silent H.
