The Sims 4 user folder is in Documents > Electronic Arts regardless of the type of install, but you might be looking in the wrong Documents folder.

Do you mean that the Sims 4 folder in Documents\Electronic Arts is empty, or that there's no Sims 4 folder at all? If not, please let me know which.

Did you make sure that the installation folder in settings is not set to that Apex folder? I believe Origin will auto create the folder that is set.
