According to Phillips-Wren [8], Herbert A. Simon introduced in 1977 a normative process of decision-making consisting of three phases: (1) Intelligence, (2) Design, (3) Choice; and later in 1997, he introduced one more, (4) Implementation , (see Fig. 1).
