If you are not using Settings, try this: Go to Finder, Settings, Click on menu icon "Sidebar", click on a checkmark next to Desktop. Show more Less. (9).

Go to Apple menu, Force Quit, Finder. It will ask you if you want to relaunch - click OK. All folders/files restored to desktop every time.
