23 мар. 2015 г. · I've been starting Outlook and all of the rules "for this computer only" suddenly change into rules "for other computer", meaning they are not enforced.

A rule will ALWAYS be a "this machine only" rule as long as you're not attached to an Exchange server, which is the only thing that can host server-based rules.
