Mix together first 8 ingredients (tuna, celery, egg, oats, milk, lemon juice, onion, and pepper) in a bowl. Put in an 8x8 inch pan. Bake for about 50 minutes.
In mixing bowl, combine all ingredients. Pack into 9 x 5 inch loaf pan. Place pan inside pot. Cover and bake at Setting #3 1/2 for 1½ to 2 hours.
