Killifish, puffers, Betta and loaches can all be used to cull shrimp. Kilis I wouldn't keep with the shrimp they're just to predatory. You might find a psychopath dwarf puffer that will just kill them to kill them to. Guppies, tetras, rasboras and pretty much any other fish will eat baby shrimp.
