i believe it has to do with the charging optimization setting on “optimized”. changing this seems to stop it.

The issue was the optimized charging and the clean energy options. I just turned them both off, restarted my iPhone 15, and now my phone is charging correctly.

This sounds like either the charging cable is not completely connected, you are using a third party charger or the USB port on the computer is not high powered.
